Implemented Features

• The Editor raises PreProcessMessageEvent now. End developers can handle messages of the editor web browser and cancel them

Resolved Bugs

• "InsertRow" command could create not enough cells if table has merged cells
• The editor could not change charset if it was immediately after changing document html or body HTML
• Editor did not set charset if there was pending charset change
